Low Income Refrigerator Exchange Program



The LADWP is proud to offer its Low Income Discount Rate Program customers the opportunity to replace their old, inefficient refrigerators with a new energy saving model.
The LADWP will be sending out letters to all of the LADWP electrical customers who are currently participating in the Low Income Discount Rate Program and are on rate 86. Customers on the program will be mailed a letter inviting them to participate in the exchange. The letters will begin going out to Low Income Discount Rate customers the first week of May 2007. Approximately 2,500 letters will be mailed a week. The mailing will be done by geographic area or neighborhood.
LADWP customers must meet the following qualifications in order to be eligible to receive one of the new refrigerators.

  • The customer must be a current participant in the LADWP residential Low Income Discount Rate
  • The customer’s refrigerator must be at least 10 years old and be at least 14.0 cubic feet in volume.
  • The outlet to which the refrigerator is connected must be grounded (3-prong)
  • The customer must be willing to give up (exchange) their old refrigerator to be environmentally recycled
Once a customer receives their invitation letter, a customer would then call the telephone number on the letter and set-up an inspection appointment. Prior to receiving any refrigerator, a representative will contact you to schedule an appointment to verify that your refrigerator outlet is properly grounded. The kitchen outlet in which your refrigerator is plugged must be properly grounded (3-prong) to ensure safety.
Should it be found that a customer does not have a grounded outlet, the customer will be given time to correct the situation in order to qualify for the energy efficient refrigerator.
The Low Income Discount Program Refrigerator Exchange Program hopes to distribute 50,000 refrigerators. Not every participant in the current Low Income Discount Rate Program is guaranteed to receive a refrigerator. The program hopes to remove 50,000 old, inefficient refrigerators off the market and save the City $12 million a year in fuel costs and reduce CO2 greenhouse gas emissions, equivalent of removing 40,000 cars off of the road.
LADWP customers who are currently not on the Low Income Discount Rate Program, but believe they qualify, can apply to join the program. Interested customers will need to complete an application and proof of income documentation will be required. It can take up to three months to receive certification and be added to the program. Customers who are added to the program and are not currently on the program will be added to the bottom of the current list and are not guaranteed to be offered a refrigerator.
